The gardens were designed by Thomas Kerr, the chief landscape gardener of the Royal Botanic Gardens in Sydney, and construction was completed in 1931.

The Memorial Arch, a monumental entrance to the garden, was constructed in 1925 as a tribute to volunteer soldiers who served in 1916. The cenotaph and the Chisholm Fountain were also added to the gardens, further adding to its significance.
