The garden is primarily composed of a sansui, a mountain and lake garden, and a kare-sansui, a dry rock garden. It showcases a range of gardening techniques taught by Kumada to the council’s horticulture team.

The Sea of Sand in the garden requires careful preservation of its pattern, depicting waves breaking into islands and straight lines for the ocean. The paving tiles are intentionally sized to encourage visitors to slow down and engage with the environment.
